Summary of Qualifications
To qualify, you must meet the experience requirements outlined in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, No Group Coverage Qualification Standard for this series. Use the individual job requirements outlined below. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Due to experience in attention to detail – Is meticulous in carrying out the work and conscientious in the attention to detail. Customer Service – Works with customers and customers (meaning anyone who uses or receives the services or products produced by your work unit, including the general public, people who work in the agency, other agencies, or organizations outside of government) to assess their needs, provide information or assistance, solve their problems, or meet their expectations; knows the products and services available; is committed to providing quality products and services. Oral Communication – Expresses information (eg, ideas or facts) effectively to individuals or groups, taking into account the audience and the nature of the information (eg, technical, sensitive, controversial); makes clear and persuasive oral presentations; listens to others, listens to non-verbal cues and responds appropriately. Problem solving – Identifies problems; determines the accuracy and relevance of the information; uses good judgment to generate and evaluate alternatives and to make recommendations. AND SPECIALIZED EXPERIENCE: Candidates must have at least one (1) year of specialized experience at the next lower level GS-11, or equivalent in other compensation systems. Examples of specialized experience include knowledge of computer application software design principles, methodologies, and approaches used in the development, coding, testing, debugging, and maintenance of application software that supports functional requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit-promote candidates must meet the applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the classroom time requirements for the GS-12 level. TIG applies if you currently hold a GS position or have held a GS position within the previous 52 weeks. NOTE: Candidates applying as VEOA candidates who are currently employed in the GS Civil Service or who have previously been employed in the GS Civil Service within the past 52 weeks must also meet the time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSA): Your qualifications will be assessed on the basis of your level of knowledge, skills, abilities and/or competence in the following areas: 1. Thorough knowledge of methods and approaches to the principles of software design. 2. Knowledge of complex systems software lifecycles and systems development, including systems documentation, design development, configuration management cost analysis, systems integration and testing 3. Thorough knowledge of computer application software concepts, principles, methods and practices. 4. Basic knowledge of software programming languages such as C#, .Net, Visual Basic, JavaScript, ASP,
HTML and SQL. 5. Ability to analyze organizational application software requirements, develop justifiable improvement recommendations, apply CASE tools, and design, write, code, debug, test, and maintain applications. 6. Ability to communicate effectively and clearly, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and/or part-time work. You must clearly identify the duties and responsibilities of each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: refers to paid and unpaid experience, including volunteer work performed with national service programs (i.e. Peace Corps, AmeriCorps) and other organizations (eg. example, professional, philanthropic, religious, spiritual, community, student and social). Volunteer work helps build essential skills, knowledge and abilities that can provide valuable training and experience that translates directly into paid employment. You will receive credit for all qualifying experience, including volunteer experience.
